The Department of Community Programs is the Community Services Agency responsible for programs and services for:

• The developmentally disabled (including persons with mental retardation, cerebral palsy, epilepsy, brain injury)
• Severely and persistently mentally ill (e.g. schizophrenia, manic-depressive illness)
• Emotionally stressed (e.g. depression, marital/family discord, anxiety)
• Persons experiencing difficulties with alcohol and other drug abuse

The agency is sometimes referred to as the "51.42 Board", which is a reference to chapter 51, the Mental Health Act of the State Statutes. Chapter 51 provides the legal mandate for these services. The Department of Community Programs provides:

• Counseling services
• Case management
• Prevention
• Education and information programs
• 24 hour crisis intervention

The Agency contracts with facilities locally and regionally for:

• Residential living services
• Inpatient psychiatric care
• Inpatient alcoholism
• Other drug abuse treatments
• Other services for residents of Door County who require assistance in one of the four statutorily defined areas.
